I (still) hate the Quebec government

The situation so far: in early November I received a letter from the Quebec government saying that I needed to send in a form which proved I was enrolled in a university outside quebec. Being a good litttle peon, I duly had the secretary of my department fill out the form and I sent it in.

So what do I get today? A letter, from the quebec government! It says that I need to fill out a form that proves that I'm enrolled in a university outside quebec! The very same form, in fact, that I filled out in early November and sent to them!

Keep in mind that they never actually confirmed that I'm ENTITLED to a student loan. And every time I try to call them, I either get a busy signal or they hang up on me ("all our operators are busy. Please call back later." Click. Dial Tone.)

I'm annoyed. Very, very annoyed.
